This occasional paper aims to provide a picture of the occupations in the community services and health industry, and how the workforce obtains the required skills. The authors argue that planning for the industry should concentrate on occupations specific to the industry and those which require high skill levels. Findings suggest that the qualification levels of community services and health workers have increased substantially over the past decade. Furthermore, community services and health vocational education and training (VET) courses are well targeted, with most graduates finding employment in the industry. Show less

The average age profile of apprentices is changing and increasing numbers of adults over the age of 25 are starting an apprenticeship. This study explores the use and uptake of recognition of prior learning (RPL) amongst adult apprentices, along with a consideration of the impacts to earlier completion and the pay-off in terms of employment outcomes and wages. Overall, shortened pathways are not adversely affecting outcomes but cultural attitudes, inconsistent treatment, funding of RPL, and skill sets is affecting uptake.

This brief 'news from NCVER' discusses recent NCVER research reports into young people's aspirations, reaffirming the important role they play in education and training and occupational trajectories: 'Educational outcomes: the impact of aspirations and the role of student background characteristics'; and 'The factors affecting the educational and occupational aspirations of young Australians'. Using data from the Longitudinal Surveys of Australian Youth (LSAY) these reports add to the research literature on young people's goals and ambitions by providing insights about how to raise their educational and occupational aspirations through parental influence and providing timely interventions.

Aspirations to complete Year 12 and post-school study plans formed during high school are strong predictors of Year 12 completion and participation in further education and training. The precise role that aspirations play in the educational and occupational choices of young people is not straightforward. In this briefing paper the authors analyse Longitudinal Surveys of Australian Youth (LSAY) data and synthesise the research on the impact of aspirations on the educational and occupational choices of young people. The authors go on to examine the factors that influence educational aspirations to provide an insight into the strategies that could be used to raise aspirations.

This research investigated pre-apprenticeship training in Australia through a variety of research methods: keyword searches, lists of prescribed pre-apprenticeship courses from state and territory contacts, and a unit record enrolment file. An analysis of these data found that there were ten nationally accredited and 24 training package courses with pre-apprenticeship activity. There were approximately 64,800 course enrolments in the identified pre-apprenticeship courses in 2009. This can be compared with 2007 when there were 50,700 course enrolments in these courses. The major findings were that over half of pre-apprenticeship course enrolments were within the engineering and related technologies field of education and around a third were within the architecture and building field; and the majority of course enrolments were within certificate II courses. The nature of apprenticeships is changing, with significantly more people over the age of 25 commencing a trade today compared to 10 years ago. In addition the amount of recognition of prior learning (RPL) occurring in the vocational education and training (VET) sector is increasing. On the surface these two should be perfect partners, but this study reveals a number of cracks affecting what could be a match made in heaven. The extent to which adult apprentices are using RPL is explored, as is the pay-off to completion in terms of employment outcomes and wages. This is considered against a backdrop of cultural and systemic issues in both the apprenticeship and training system in Australia.

The traineeship model is currently targeted at a broader group of people compared with the original target group of young unemployed persons as envisaged by the Kirby Enquiry (the Kirby report, 'Report of the Committee of Inquiry into Labour Market Programs' is indexed at TD/LMR 86.649). The study reported here aims to assess the effectiveness of the model for young people, particularly young early school leavers. The findings suggest that traineeships are an important pathway for female early school leavers. However, traineeships are poorly targeted if the target group is disadvantaged young people. This report provides an up-to-date picture of trends in the uptake of VET in Schools (VETiS) programs, the profile and participation of students who undertake VETiS programs, and the level and type of qualifications that are undertaken. It also reports on investigations into the education and training experiences of VETiS students five years down the track of their VETiS course. This part of the study uses a new data set which links 2006 data from the National VET in Schools Collection with data from the 2011 Census of Population and Housing. This linking provides a large number of observations about the destinations of VETiS students. In doing so it enables a closer look at the employment and further training destinations and experiences of VETiS students from various demographic, cultural and educational backgrounds.

In 2016, for the first time, Australia's major survey of vocational education and training (VET) students expanded to include all graduates; that is those in receipt of Commonwealth and state funding as well as those who paid for their training. This webinar will provide an overview of the National Student Outcomes Survey, insight into the findings from the expanded survey data, and guidance on how to use the National Centre for Vocational Education Research (NCVER) resources to explore the outcomes and experiences of VET graduates.

Information on the background characteristics and lifestyles of young people enables us to understand, and plan for, youth transitions. Linking data from the Longitudinal Surveys of Australian Youth (LSAY) with external data sources would improve the breadth of information available from the survey, without adding burden to respondents. This project assesses the feasibility of linking National Assessment Program - Literacy and Numeracy (NAPLAN) scores to LSAY data (which contain data from the Organisation for Economic Co-operation and Development's (OECD) Programme for International Student Assessment (PISA)). It also determines the similarity between NAPLAN and PISA in measuring underlying academic achievement. This report shows that it is technically feasible to link NAPLAN scores to LSAY records; a linking rate of 98 per cent was achieved for consenting LSAY participants.
